GPA 3.8 is very respectable in most countries outside the US. I do not know what you mean by “top university” but for my country a GPA of 3.8 will get you into any public uni and some top-tier private institutions. You might want to clarify what exactly are your goals as a grad student – it sounds like perhaps the US is not where you want to be. In which case， there are so many other awesome options out there！ There’s no need to rush or sacrifice quality just because of an unrealistic goal elsewhere that has too low standards. 1. Your application to Master's programmes would be stronger if you had more quantitative background， i.e. more maths and/or statistics. (I am assuming you have BSc？)
2. A master's degree in economics from a reputed uni should get you decent job opportunities， especially with your strong math & stats background. The worst thing that can happen is that you end up graduating without finding a job. But that shouldn't deter you；there are always other options.
3. A Master's programme at Oxford/Cambridge will require very high grades（at least AAA） and will also depend on whether they see you as a suitable person. It won't hurt to try， but don't overestimate your chances.
4. For PhD applications， look towards University College London， LSE， UEA etc. 这些学校都是很好的PhD programme.
